Mayor "Not Pleased" About Reduction in CPS' Bond Rating

Mayor Rahm Emanuel said Friday that he was "not pleased"?with a decision by Moody's Investor Service to again drop the Board of Education's bond rating but said his actions were a matter of priorities.

?Kids are getting an additional hour and 15 minutes today and I had to take care of that first,"?the mayor said Friday. "I could not put the fiscal challenges ahead of our educational challenges."

The bond-rating agency's action comes after a more than week-long Chicago Teachers' Union strike.

On Thursday, Moody's reduced CPS' debt to A2, reflecting "a weakened financial profile."?The company said it thinks "the district will be hard-pressed to make the budget adjustments necessary" to close an approximate $1 billion budget gap for fiscal 2014. The rating applies to $6.4 billion in debt.

Chicago Public Schools said in a statement that it is making "tough decisions" to fix finances without sacrificing children's educations. CPS said it has cut more than $500 million over the past year.

"In the last 16 months, we?ve taken 16 percent of cost out of the system. We have more work to do. Yes, we had two [bond rating drops]. But, I want to repeat: this contract is cheaper and more frugal by 40 percent while our kids educational time has increased by 30 percent,"?said Emanuel.

In July, Moody's separately downgraded Chicago Public Schools' bond rating outlook from stable to negative.

Teachers and CPS officials agreed on a contract earlier this month.

On the first Thursday of the semester, thousands of students, teachers, staff, and guests explored the campus for Columbia Crawl, the college?s annual art crawl. I was asked to participate by my department, and the task was to create an interactive poetry center that would be open to anyone attending the crawl. Thinking as a teacher, this meant to me that the activity had to be accessible and flexible for a variety of age groups and learning abilities. Thinking as an artist, I wanted to give the participants of the art crawl something visual to manipulate that would inform their writing. I started pouring through my teaching resource books, the majority of which are relatively unconventional titles. A spark of an idea came to me from the book How to Be an Explorer of the World, an excellent activity book that asks you to use the world around you as a portable museum from which to conduct investigations. Not all of it is appropriate for grade school level students, but oftentimes books like this offer accessible and transferable ways to tackle deep concepts. The activity that particularly caught my eye involved collecting paint chips from the hardware store and renaming the colors by matching them to colors that make up your world.

The Paint Chips

I decided that my poetry center would focus on connecting color to memory and using that to inspire the topic of the writing. I asked the participants to look through the paint chips and select one that sparked, ?a memory of an object, a place, or a person.? After they had selected their color, I suggested they give the color a new name that reflected their memory. Once that task was complete, I asked them to write a poem that connected the color and the memory together.

The Dean's Office Visits

Because I am a tactile learner at heart and wanted to include some constructivism in the task, I also gave the participants the option of using newspapers collected around campus to inform their poem. This task was more open-ended and allowed them to decide if they wanted to use an image, a word, a sentence, or a series of words cut out that they felt fit together. Many of the visitors to the center combined the two activities together to create some compelling pieces of art and writing.

I was surprised by the amount of visitors we had over the evening, including the Dean of the School of Liberal Arts and Sciences, Dr. Deborah Holdstein. I had never met her before, but found her to be very charismatic, thoughtful, and witty. Her poem reflected on memories from Kindergarten art class. Some members of the Art Education cohort, including Ashley Saunders, also came through to make poetry with me. We also saw representatives from the undergrad early childhood education program and from my own cohort. Overall, it was an excellent experience and one that helped me think through a project for a wide variety of people.

New clues about ancient water cycles shed light on U.S. deserts

ScienceDaily (Sep. 27, 2012) ? The deserts of Utah and Nevada have not always been dry. Between 14,000 and 20,000 years ago, when large ice caps covered Canada during the last glacial cooling, valleys throughout the desert southwest filled with water to become large lakes, scientists have long surmised. At their maximum size, the desert lakes covered about a quarter of both Nevada and Utah. Now a team led by a Texas A&M University researcher has found a new water cycle connection between the U.S. southwest and the tropics, and understanding the processes that have brought precipitation to the western U.S. will help scientists better understand how the water cycle might be perturbed in the future.

Mitch Lyle, professor of oceanography, led the study with colleagues from Columbia University, University of California-Santa Cruz, Stanford University, Hokkaido University of Japan, Brown University and the U.S. Geological Survey. Their work, funded by the National Science Foundation, is published in the current issue of Science magazine.

The dry shorelines of these glacial lakes were first discovered by 19th century geologists when the west was first explored, Lyle explains, adding that the source of the additional water has been a mystery. By assembling data from ocean sediments and from dry western valleys collected over the last 30 years, Lyle and the team found a new water cycle connection between the southwest U.S. and the tropics.

"Large ice caps profoundly altered where storms went during glacial periods. Before this study, it was assumed that Pacific winter storms that now track into Washington and Canada were pushed south into central and southern California," Lyle notes.

"However, by comparing timing between wet intervals on the coast, where these storms would first strike, with growth of the inland lakes, we found that they didn't match."

The team was able to time wet periods along the California coast from pollen buried in marine sediments from cores archived by scientists at the Integrated Ocean Drilling Program at Texas A&M. They evaluated lake level studies from southeast Oregon, Nevada, Utah, eastern California, New Mexico, and west Texas to find when lakes filled in different parts of the west.

"Many teams of scientists have been working on this problem since the 1950s, when radiocarbon dating first allowed ages to be put on old shorelines," Lyle adds. "The data we synthesized covers a wide latitude so that we could determine how the glacial wet intervals operated."

Only southern California coastal wet intervals matched with the progression of high lakes inland, pointing to the development of a tropical connection, where storms cycled into the region from the tropical Pacific, west of southern Mexico.

"We think that the extra precipitation may have come in summer, enhancing the now weak summer monsoon in the desert southwest. But we need more information about what season the storms arrived to strengthen this speculation," Lyle says.

Not only is the development of the glacial lakes important from a paleoclimate perspective, but it is likely that the lakes were important to the migration of people into North America, Lyle believes. Many of the archaeological sites where early Indians settled when they first came into the U.S. are rock shelters at the edges of these ancient lakes. The lakes were a major source of fish, and a gathering place for deer and wildfowl at that time.

"What we need to do now is look at all of this on a finer scale," Lyle points out. "We need to understand better the processes that directed the storms thousands of years ago, and to predict better what changes might occur in the future."

Down syndrome may hold key to new Alzheimer's treatments

CHICAGO (Reuters) - In a new lead on Alzheimer's research, Johnson & Johnson is bankrolling a three-year pilot study of people with Down syndrome to identify the early changes that herald dementia, which afflicts up to 75 percent of adults with the condition.

The aim is to generate support for a much bigger, public-private partnership funded by drugmakers, advocates and government agencies that will study at least 1,000 people with Down syndrome, tracking them from an early age and eventually testing treatments to keep dementia from developing.

"The study we're proposing would provide insight into treating Alzheimer's, but it might help individuals with Down syndrome as well," said Dr. Husseini Manji, J&J's global head of neuroscience drug development.

Experts in Down syndrome and Alzheimer's who gathered in Chicago for a workshop on the idea at the Alzheimer's Association offices this month say it may offer the best scientific model yet for testing drugs to prevent the degenerative brain disease.

The industry has been repeatedly stung by the failure of experimental Alzheimer's treatments, including recent trials of the J&J and Pfizer Inc therapy bapineuzumab. As a result, companies and researchers are looking for ways to test Alzheimer's drugs earlier, before people's brains become too damaged to benefit.

Studies are already planned to enroll people who carry genetic mutations that ensure they will develop Alzheimer's at an early age. One trial backed by the U.S. Department of Health & Human Services will test a drug from Roche Holding AG's Genentech unit called crenezumab in an extended family from Colombia who carry a mutation that causes them to develop Alzheimer's in their 30s.

Only a few hundred families in the world carry these genes, and there is some worry that drugs tested in people with genetic mutations that cause early-onset Alzheimer's may work differently in people who develop the more common late-onset Alzheimer's, which develops after age 65.

AN IMPORTANT DIFFERENCE

The dementia that develops in people with Down syndrome may bear a stronger resemblance to the disease in the broader population because it differs from other forms of early-onset Alzheimer's, researchers say.

People with Down syndrome inherit a third copy of chromosome 21, giving them an extra helping of a gene that makes amyloid precursor protein, or APP, which is linked with the development of plaques in the brains of Alzheimer's patients.

Most early-onset Alzheimer's is caused by mutations in the APP gene or in one of two genes known as presenilin 1 or presenilin 2. People with Down syndrome appear to develop dementia because of their extra copy of an otherwise normal APP gene.

"There is a possibility that the Down syndrome population mimics (late-onset) Alzheimer's disease a little more closely," said Manji, co-author of a commentary this month in Nature Reviews Drug Discovery that laid out plans for the study.

Dementia starts much earlier in people with Down syndrome, who develop brain plaques and tangles by age 30 and signs of dementia by age 40.

The number of potential Down syndrome patients exceeds those with the genetic mutation. There are some 400,000 people in the United States and 6 million people worldwide with Down syndrome.

"These diseases almost certainly have common features," said Dr. William Mobley of the Down Syndrome Center for Research and Treatment at the University of California, San Diego.

While all of the similarities are not yet clear, studies in mice with Down syndrome show that just eliminating just the extra copy of the gene for APP can keep brain cells from dying, he said.

Mobley's center will run the 12-patient pilot study, which aims to lay the foundation for the larger project, dubbed the Down Syndrome Biomarker Initiative.

The larger trial would be patterned after two successful studies: the Alzheimer's Disease Neuroimaging Initiative, a public-private partnership that helped identify biomarkers linked with Alzheimer's, and a breast cancer trial known as I-SPY that pioneered adaptive trial design, in which researchers use biomarkers to match the right drug to the right patient.

What is not yet known is how many parents of people with Down syndrome would be willing to sign up their adult children for such trials. Michelle Whitten of the Global Down Syndrome Foundation thinks many will be.

Whitten, the mother of a 9-year-old with Down syndrome, says the lifespan of people with the condition has increased from 28 years in the 1980s to 60 years today because of better treatment. That means many parents who fought to give their children a good education and a worthwhile job now frequently face their decline into dementia.

"We just want it solved," Whitten said.

Dr. Michael Krems, who heads the neurology franchise at J&J, said the challenge is to develop drugs that offer lots of potential benefit with little risk to patients.

That may rule out the company's drug bapineuzumab, which was shown to cause brain-swelling known as vasogenic edema in several patients.

Krems said one promising approach would be a beta-secretase, or BACE, inhibitor, a drug designed to keep the enzyme beta-secretase from chopping up APP into bits that produce beta amyloid, which forms brain plaques in Alzheimer's patients.

A recent study in the journal Nature hinted that inhibiting beta-secretase might work. A team at deCODE Genetics in Reykjavik discovered a rare mutation in the APP gene that protects against Alzheimer's, and it works by interfering with beta-secretase. Drugmakers who are already developing BACE inhibitors include Eli Lilly and Co, Roche, and Merck & Co.

Krems declined to say if J&J also has a BACE drug, but he said testing such drugs in patients with late-onset Alzheimer's would require very large trials.

"At least conceptually, doing this in a Down's population might be much more efficient."

South Carolina voter ID gets judges' scrutiny

WASHINGTON (AP) ? South Carolina is in federal court arguing that its new law requiring people prove their identity at the polls won't make voting so tough that it reduces turnout of African-Americans, Hispanics and other minorities.

A federal panel is to determine whether South Carolina's voter identification law violates the Voting Rights Act by putting heavy burdens on minorities who don't have the identification. Last December, the Justice Department refused to allow South Carolina to require the photo IDs, saying doing so would reverse the voting gains of the states' minorities.

Closing arguments in the case ? which went to trial in August and included several state officials as witnesses ? were scheduled for Monday. South Carolina has said it would implement the law immediately if the three-judge panel upholds it, although a decision either way is likely to be appealed to the U.S. Supreme Court.

Tougher state voter registration and identification laws could factor into this year's election as voters divide along racial lines behind President Barack Obama or GOP nominee Mitt Romney in the presidential contest. About 90 percent of African-Americans and some 64 percent of Hispanic registered voters support Obama, according to the most recent Gallup three-week tracking poll. (Aug 20-Sept. 9). Democrats worry the ID laws may rob Obama and Democratic candidates of votes.

The law allows voters to show a driver's license or other photo ID issued by the Department of Motor Vehicles, passport, military ID with photo or a voter registration card that includes a photo.

The law's route to passage ? after other versions failed in the 2009 and 2010 legislative sessions ? was marked by bitter partisan and intra-party fights. Attempts at compromise by including additional acceptable identification and early voting days imploded. The 2009 House bill triggered a walkout by all but one African-American in the South Carolina House and the 2010 bill died in a filibuster by Senate Democrats.

Republican Gov. Nikki Haley signed the law in May 2011.

In his opening statement at trial, attorney for South Carolina Christopher Bartolomucci said the law was not a direct response to the 2008 record minority turnout that helped put Obama win the White House.

State witnesses said they wanted to instill public confidence in the election system and curb fraud, although they were unable to turn up instances of impersonation fraud that photo ID laws are designed to thwart. But South Carolina lawmakers testified the law would also act as a deterrent to other types of fraud.

South Carolina's population is 64 percent white, 28 percent African-American and 5 percent Hispanic. State election data produced in the trial showed some 178,000 registered voters did not have DMV-issued identification. Of those, 30 percent were white and 36 percent were minority voters. The data did not show if they had the other accepted IDs.

The judges in the case honed in on part of the law allowing voters without the required identification to cast a provisional ballot. But they must sign a statement that says they had a "reasonable impediment" preventing them from obtaining one of the required IDs. The affidavit would have to be notarized.

Marci Andino, South Carolina's State Election Commission executive director, testified poll workers would be encouraged to err on the side of voters in deciding whether the potential voter truly had a "reasonable impediment." Notaries at the 2,100 polling locations would not charge fees, she said. If a notary was not available, affidavits would be accepted anyway, Andino said.

The U.S. Supreme Court has previously upheld Georgia and Indiana voter photo identification laws, which South Carolina officials said served as models and guidance for their law. But those state laws allow voters to show more forms of identification.

Attorneys for the Justice Department and opponents have argued the provision's definition of what qualifies as a reasonable impediment is vague and could be applied differently from county to county. Opponents raised enough questions that South Carolina Attorney General Glen Wilson was compelled to clarify before the trial ended how the law would work.

The judges on the panel hearing the South Carolina case are Colleen Kollar-Kotelly and John D. Bates of the U.S. District Court for the District of Columbia and Brett M. Kavanaugh of the U.S. Court of Appeals for the D.C. Circuit. Kollar-Kotelly was appointed by former President Bill Clinton. Bates and Kavanaugh were appointed by former President George W. Bush.

Major security vulnerability in Samsung phones could trigger factory reset via web page

A major security vulnerability has been discovered in some TouchWiz-based Samsung smartphones, including the Galaxy S3. The bug, was first demonstrated by security expert Ravi Borgaonkar at the Ekoparty security conference. It can be triggered via a single line of code in a malicious web page, immediately triggering a factory reset without prompting the user, and without allowing them a way to cancel the process. Even more serious is the possibility that this could be paired with a similar glitch that can render the user's SIM card inoperable. As the malicious code is in URL form, it can also be delivered via NFC or QR code.

We've confirmed that the malicious code does indeed trigger an immediate factory reset on our Verizon Galaxy S3 running Ice Cream Sandwich. Presumably, because the built-in browser is common to all S3 models, other versions will also be affected. Others have reported that the Galaxy S2, Galaxy Ace and Galaxy Beam are susceptible, too. As far as we can tell, though, the vulnerability does not seem to affect Samsung phones running stock Android, like the Galaxy Nexus. Similarly, Google Chrome on Samsung handsets is not susceptible to the bug, nor are other browsers we tested.

The vulnerability is the result of the way native Samsung browser and dialer app handle USSD codes and telephone links. USSD codes are special codes that can be entered in the keypad to perform certain functions, like enabling call forwarding, or accessing hidden menus on the device. On Samsung phones, there's also a USSD code for resetting the phone (and presumably another for nuking your SIM). That, combined with a glitch in the browser which allows phone numbers to be automatically dialed, results in a particularly nasty issue for anyone unfortunate enough to run by a malicious web page.

There are, of course, other applications of this glitch for vulnerability. The ability to automatically run numbers through the dialer could be used to call premium-rate phone numbers, for example.

But the fact that just visiting a web site could trigger your phone to factory reset itself, and nuke your SIM in the process, is a very serious issue. Until it's addressed, we'd recommend switching to Google Chrome immediately, and as an added precaution, disabling the built-in "Internet" app through Settings > Apps > All, if you're using an affected Samsung phone.

We've reached out to Samsung for comment on this issue, and we'll keep you updated with any information they provide.

iPhone 5 video camera review

The iPhone 5 is not only equipped with an iSight camera that takes great 8 megapixel, f2.4 pictures, but also records incredible 1080p HD video as well. The FaceTime camera has also been improved and will finally record 720p HD video. Of all the improvements to video recording with the iPhone 5, however, the ability to take photos while simultaneously shooting video is definitely the cherry on top.

Video recording with the iPhone 5

One of the noticeable changes you'll see when recording video with the iPhone 5 is that the UI has been adjusted to take advantage of the screen's 16:9 aspect ratio. The video you're recording will completely fill the screen and all your controls will appear as transparent buttons so that you can see everything that's being recorded. While recording video, there are only 3 items on the screen, the record button, the elapsed time, and a new button for taking pictures.

Simultaneously recording video and taking photos with the iPhone 5

One of the special features of the iPhone 5 is the ability to take photos while simultaneously shooting 1080p HD video. To do so, simply tap the camera icon while recording video. I was pleasantly surprised to discover that the camera shutter was very fast even when recording video at the same time. As is demonstrated in the video, it's super easy to rapidly take photos while recording video.

Sound too good to be true? Well, there is a minor catch. The resolution of the photos you take while recording video will be less than those taken in photo mode. Specifically, photos taken with the still camera are 2048x1536px (4:3 ratio), but the photos captured while recording video are at 1920x1080px (16:9 ratio).

Personally, I have opted out of recording video in the past because I didn't want to miss out on a great photo, but now that I can take photos while recording video, that'll never happen again. I'm not concerned with the loss of resolution because the photos I'll be taking while recording video are meant for memories and sharing online, so 1920px wide is good enough. I'd rather have lower-resolution photos while recording video than no photos while recording video.

Front facing camera quality of the iPhone 5

Although the main iSight camera on the iPhone 5 didn't receive any big upgrades in quality, the front-facing camera has greatly improved. For the first time, the iPhone's FaceTime camera now records in 720p HD video. It's definitely not as good as the rear-facing iSight camera, but compared to it's predecessor, the new FaceTime camera does a phenomenal job. In the past, I've just recorded myself with the rear-facing camera even though I couldn't see myself just because I hated the poor quality of the front-facing camera. Not anymore. If I need to record myself talking to the camera, I'll use the front-facing camera from here on out.

Low-light video recording with the iPhone 5

A big weakness of every iPhone's video camera has been the quality of video that was recorded in low-light scenarios. Unfortunately, but as expected, this continues to be a weakness with the iPhone 5. Although special situations, like the clip of the burning candle, can produce stunning results, everyday poor indoor lighting will result in low-quality, grainy videos. You can still capture memories, but the quality won't be anything to brag about.

The bottom line

The iPhone 5 may not have received a huge boost in quality over the iPhone 4S, but since the iPhone 4S does a great job at recording 1080p HD video, that's ok. The beauty is that the same great quality is delivered in a much thinner package. Additionally, the larger screen with a 16:9 aspect ratio improves upon the video recording experience. Although the rear-facing iSight camera didn't receive significant improvements over the iPhone 4S, including in low-light, there's no denying that the front-facing FaceTime camera on the iPhone 5 blows the iPhone 4S away. Of all the changes, however, my absolute favorite is the ability to take photos while recording video.

The iPhone 5 is simply the best portable video camera I've ever owned.

It is quite easy! Yes, I am talking about actual physical gold and silver, not ?paper? gold, or certificates, or paper promises.

Question:?Why gold and silver in an IRA?
Answer:?The simplest explanation is that gold and silver will protect your purchasing power. There are many other reasons including safety in the event of another economic melt-down such as what happened in 2008.

Question:?Why not buy ETFs (Exchange Traded Funds) that invest in gold and silver, such as GLD, SLV, PSLV, and PHYS?
Answer:?You certainly can. They are more convenient to buy and sell, and the annual fees are less. But, if you are looking for maximum safety, purchase metals in your IRA and have them stored in a secure, insured, private vault.

Question:?Why can?t I store them in my personal safe deposit box instead of a private vault?
Answer:?Per the IRS code, you can?t take delivery until you pay taxes. Don?t fight the IRS.

Question:?How do I open an account?
Answer:?Find a self-directed IRA custodian who will allow precious metals in your account, complete the paperwork, send it and the initial fee to the IRA custodian, and they will open the account.

Question:?How do I find a self-directed IRA custodian?
Answer:?Go to your favorite metals dealer ? there are many ? and look at their recommendations. My preference is Apmex.com but there are many fine choices for metals dealers, and they can recommend IRA custodians. Apmex currently suggests seven?IRA custodians?on their website.

Question:?Once I get the account, how do I fund the account?
Answer:?You can fund it with a non-taxable (partial or total) roll-over from an existing IRA, 401k, or 403(b) account, or by contributions under the current IRA rules.

Answer:?The IRA is open, the money arrives from the rollover or contributions, and the IRA custodian asks you what you want to purchase with the funds and what dealer (such as Apmex) you wish to use. You tell the dealer what combination of silver and gold coins and bars (there are a few restrictions regarding what coins and bars are acceptable in IRAs) that you wish to purchase.

Question:?Then what?
Answer:?The metals are purchased and shipped to a bonded, insured, private storage facility in Delaware (or wherever) and stored. They are not in a bank. The IRA custodian sends periodic statements showing transactions and estimated fair market value of your gold and silver holdings.

Question:?What does this cost?
Answer:?It depends on the custodian, the size of your IRA, and the storage facility. Assume $200 ? $400 per year as an estimate.

Question:?Why so much?
Answer:?Fees, IRS regulations, accounting, profit, and expenses. Gold and silver have increased 15% to 20% per year for the past decade. How has your money market account performed in that time? How have your brokerage accounts and mutual funds performed in that time??Did you feel safe or vulnerable during the crash of 2008??Would you feel safer if your IRA funds were not held in the banking or financial system? After considering these questions, the fees may seem quite reasonable. If not, then stay with what has been working for you.

Conclusion

An IRA that invests in physical gold and silver is NOT for everyone, but it may be appropriate for a portion of your retirement funds. It will probably be safer in the event of another financial meltdown, but it will be more expensive than a traditional IRA, and it is less convenient and flexible. Choose what works for you.

Green Blog: Wind Sprints to the Cliff

The wind industry?s main trade association is predicting that new installations will fall to zero without a renewal of the production tax credit, which applies only to projects finished by New Year?s Eve. Since renewal is iffy, some wind machine factories are already shutting down, as my colleague Diane Cardwell reported on Friday.

From another perspective, this is the moment for the feast before the famine: the impending deadline means that a surge of projects are approaching completion.

On Saturday, officials will cut the ribbon on what some people say is the largest onshore wind farm in the United States, Shepherds Flat in north-central Oregon. (We will defer to whatever the Guinness Book of World Records decides; the title of biggest depends on whether the Alta Wind Energy Center in the Tehachapi Mountains in California is counted as one project or five.)

The Energy Department puts the capacity of Shepherds Flat at 909 megawatts, although, like most wind farms, it will operate most of the time at a lower output. Its 338 turbines are spread over 32,000 acres just south of the Columbia River, in an area that has already drawn so many wind machines that it often referred to as a ?wind ghetto.?

It is a huge project with huge subsidies. The $1.9 billion project was financed with a $1.3 billion loan partly guaranteed by the Energy Department. Prospects for repayment are considered good; the farm has long-term power sale agreements with Southern California Edison.

Google put $100 million into the project. Other major investors include the Sumitomo Corporation and General Electric, which provided the turbines, each of which makes 1.5 megawatts when the wind is strong enough. Running at full tilt, each turbine could meet the average needs of about 1,500 suburban houses.

A study released last year by the Energy Information Administration about federal subsidies for electricity production per unit of energy found that during the fiscal year studied, 2007, wind was one of the largest recipients, at $23.37 per megawatt-hour, compared with coal at 44 cents per megawatt-hour, natural gas at 25 cents and nuclear at $1.59.

The American Wind Energy Association said the study was flawed because it failed to look at the cumulative effect of decades of subsidies to incumbent technologies like coal.

The direction of future subsidies is uncertain. But Senator Ron Wyden of Oregon, who is likely to be the chairman of the Senate Energy Committee if the Democrats remain in the majority in that chamber in the next session ? or the ranking minority member if they do not ? decided to seize on the occasion to signal his support for wind.

In remarks prepared for the ribbon-cutting (but prevented from being delivered live because the Senate stayed in session into Saturday), he said that officials who favor reducing subsidies ?want to limit America?s energy options.?

?They want to surrender America?s opportunity to compete in a global market for energy technologies,?? he said. ?They want to deny rural America the opportunity to grow and prosper by harnessing the one natural resource that is in unlimited supply ? wind.??

And American turbine manufacturers like G.E. could not prosper without an American market, he said.

Mitt Romney, the Republican presidential nominee, has come out squarely against continuing the production tax credit. But the issue divides the Republicans, with some from America?s windy, rural middle favoring the subsidy.

Congress did not act to extend the subsidy before it adjourned and its members left Washington to campaign for re-election. They will return in a lame-duck session right after election day, but prospects for wind then are uncertain as well.

GM recalling almost 474,000 cars over gear shift

General Motors Co is recalling 473,841 Chevrolet, Pontiac and Saturn sedans globally to fix a condition that could lead the cars to roll when the drivers think they are in park, the No. 1 U.S. automaker said on Friday.

GM said it was aware of four crashes that resulted from the problem, but no injuries.

The company said the recall affected Chevy Malibu, Pontiac G6 and Saturn Aura cars from model years 2007 through 2010 and equipped with four-speed automatic transmissions. GM will repair the condition in which the transmission gear position may not match the gear on the shifter.

The recall affects 426,240 in the United States, 40,029 in Canada and 7,572 in other markets.

Dealers will add a reinforcement to the shift cable end fitting to prevent that part from fracturing, GM said. Owners will be notified by letter to schedule the free repairs at dealers, and those who have had the work done already will be eligible for reimbursement.

The company also said it was recalling 6,475 Chevy Sonic subcompact cars globally because they might not alert the driver to a faulty turn-signal bulb.

Dealers will reprogram an incorrectly calibrated module for the cars built between May 29 and August 29 at GM's Orion, Michigan, plant.

The recall affects 4,716 cars in the United States and 1,759 in other markets.

GM said it was unaware of any crashes or injuries stemming from the problem. Owners will be notified of the Sonic recall by letter beginning Oct. 3.
